Personally, I think the only reason for such a thing to exist would be to have a long boar that could fit within the size restrictions for cary-on baggage, so you should use those dimensions as your design basis. (let's take as a given the convenient fiction that the airline security people will come to their senses and realize that, of the 0.000001% of airline travelers who will disrupt a flight with a weapon, only perhaps a third of those are likely to use a skateboard)
As others have mentioned, the physics of boards being what they are, the requirements for  foldability are at odds with that of ridability- you'd probably want to look at stiffer plank-like designs, rather than flexy cruisers. I can think of only two successful board products that split (along different axes, and for different reasons): the Pope Bisect surfboard:

It's probably worth looking at how they solved the various engineering problems. (which are of course different from the problems in skateboards.)

It's easier and more cost effective to buy some webbing from MEC or somewhere else and make a sling for your board. it makes you look cool and it frees up both hands

if the purpose is portability..after it's folded, i still have to find somewhere to put the thing, so i might as well go get a dingy, pod or a humuhumunukunukukuapuaa (been thinking a lot about minis lately). I'm turning 19, so i would be looking for something i could take to and from the bar or restaurant.

comments? i need a better answer as to why id want a board that could fold in half, when i could purchase a board that is the length of the folded setup. what discipline of riding would this best fall under? dancing? maybe i wan't to take my fold my 60" dancer in half to fit it in my smart car and drive it down to florida? so yeah, i actually might be interested in a folding dancer (as long as it still had flex) i could transport it easier... i wouldnt pay more than 200 for a dancer

...i knew i would get called on that. I never said it would be easy to put the two together. Just that i like my dancers bouncy
